The Schedule of Proposed Modifications lists the changes to the Core Strategy that the council is proposing as a result of the Examination. This document will be updated as required.

You can view the Proposed Modifications document, the appendices and all the comments made during the 6 week consultation period, via the Consultation Portal.

Now that the consultation period has ended, the Council has written to the Inspector regarding the next steps. The pdf icon letter of 14.12.2012 [358kb] confirmed the Council's intention to submit the Proposed Modifications, supporting documents and the results of the consultation by 14th January 2013. Following this, the Inspector will advise regarding any possible further hearings and suggested timings.

Following the Public Consultation period that ran from 29th October 2012 to 10th December 2012, the representations received and the supporting documents were submitted to the Planning Inspector.  The submission documents are available above.

Proposed Modifications Examination Hearings

The Shepway Core Strategy Resumed Hearing was held on 5th March 2013 as advised in the pdf icon Statement - Notice of Proposed Modifications Resumed Hearings. [13kb]  (The over run day of 6th March was not required).

The Council made an opening Statement:

The Inspector concluded the Hearing by summarising the next steps and likely timeframe.  He advised that the examination will remain open until he has finished his final report.

Following the hearing, the Council updated its Proposed Modifications to the Core Strategy. This was submitted to the Inspector along with a covering letter:

Core Strategy Final Report

The Inspector's final report was issued on 10th June 2013.

The first new planning strategy for Shepway in more than 15 years, the 'Core Strategy Local Plan', has been approved by the independent Planning Inspectorate.

The Core Strategy allocates major development sites at Folkestone Seafront and Shorncliffe Garrison, Cheriton, that will deliver over 2,000 new homes.

The plan shows how growth will occur in the towns and villages of Shepway's North Downs and Romney Marsh areas, while protecting the countryside.

The plan sets out requirements for investment in Folkestone, Hythe & New Romney town centres, and the provision of new office and industrial premises. A new approach is also set out in the Core Strategy to ensure development better meets housing and infrastructure needs of local residents.

The Shepway Core Strategy is the first Local Plan in Kent to be approved since major revisions to the planning system by national government. It establishes the regeneration priorities for Shepway up to the year 2031.

Inspector Michael Hetherington supported new housing proposals and said the plan "represents a positive and aspirational approach to future employment development that builds on recent progress in bringing forward a number of large sites in the District."  He concluded the plan is sound, subject to inclusion of modifications put forward by the council.

Leader of Shepway District Council, Cllr David Monk, said: 'It is gratifying that the inspector has now found that this key document is sound.  This sets out the blueprint for the future and underpins Shepway District Council's economic regeneration strategy.'

The approval of the plan follows significant work including five years of dedicated public consultations and specialist studies. The Core Strategy Local Plan is expected to discussed by Shepway District Council's cabinet on July 23rd, and formally adopted by the council in the autumn.

The report follows a public examination that started in 2012.  There were five days of hearings held in May 2012, the examination was suspended to allow for further work and the final hearing day was in March 2013.

The Core Strategy is expected to be presented to full Council for adoption in Autumn 2013.

The Council has used its right to make some additional, minor changes to the document in order to ensure the Core Strategy is fully up to date.  A list of the minor editing changes is available to view here pdf Minor Editing Schedule.
