1 APOLOGIES FOR ABSENCE

4 MINUTES OF THE MEETING HELD ON 17 APRIL 2013
The minutes were agreed as a correct record.
The Chairman asked whether the agreement for the East Kent HR Partnership to provide health and safety services to East Kent College had been implemented. It was confirmed after the meeting that the arrangement had been implemented and had come to an end this month.
5 TO APPOINT BOTH AN INTERIM AND A NEW DIRECTOR OF EAST KENT SERVICES
The Solicitor to the Council (Dover), summarised the report, which requested the appointment of an interim director of Shared Services and permanent replacement following the resignation of the present incumbent, Mrs Donna Reed.
1. That as from 1 November 2014 Mr Paul Cook, be appointed interim Director of Shared Services to exercise the functions ascribed to the Director as set out or referred to in Schedules 1 and 2 to the report of the Head of Legal and Democratic Services (Canterbury) considered by this committee as Agenda item 5 on 26 January 2011 until such time as a permanent appointment takes effect.
2. That Mr Dominic Whelan, when employed as Director of Shared Services by Thanet District Council be appointed Director of Shared Services to exercise the functions ascribed to ascribed to the Director as set out or referred to in Schedules 1 and 2 to the report of the Head of Legal and Democratic Services (Canterbury) considered by this committee as Agenda item 5 on 26 January 2011.
The Solicitor to the Council (Dover) explained that the decision taken in July 2012, to disband the East Kent (Joint Arrangements) Committee and replace with another joint committee comprising members of Dover, Canterbury and Thanet would take effect once the new constitutional arrangements had been approved. Subject to agreement, it was intended that the new arrangements would take effect from January 2015.
