Appointment of chairman

The committee must appoint a parish councillor to chair the meeting.

Minutes:

Councillor Graham Allison was appointed Chairman for the meeting.

c) voluntary announcements of other interests

The minutes of the meeting held on 19 July 2018 were submitted, approved and signed by the Chairman. 

10.

Planning Enforcement process

The Development Management Manager, will provide an explanation of the enforcement process.

Miss Lisette Patching provided a presentation of the planning enforcement process to members.  The presentation is attached to these minutes. 

 

She advised members the whole enforcement process can be complicated and time is needed to prepare for any action to be taken.  Ultimately, appeals or having to re-serve enforcement notices are to be avoided. 

 

Members responded with the following comments: 

 

-       When a change of use is required, is it acceptable to builders to start work?  Legally this can be carried out. 

-       Parish/Town Councils are able to comment on Planning applications for consideration, however any enforcement action would not be discussed or consulted upon.

-       S106/CIL monies, non payment of these would result in legal action.  Although the District has not had any experience of this happening. 

-       Land ownership of sites to be developed.  Parish/Town councils are welcome to contact a developer with a view to requesting a meeting to discuss any issues they may have around land ownership.  

 

Miss Patching went on to give examples of Stop/Temporary Stop notices to give members a better understanding of how this process works.  

 

Members thanked Miss Patching for a useful and informative presentation. 

 

 

11.

Waste and Street Cleansing Project

This item was presented to Cabinet on 17 October 2018.  Report C/18/35, the recommendations and outcome are attached.  The Corporate Contracts Manager will be in attendance to discuss questions raised.

This item was presented and then agreed by Cabinet on 17 October 2018.

Mr Andrew Rush, Corporate Contracts Manager, introduced this report and outcome to members of this committee. 

 

It was explained to members that the current contract is due to expire in 2021 with Veolia Ltd.  There may be a change in service provider depending on the tendering outcome.  

 

Members were advised that the intention is for the waste collection frequency to remain same and this fits in with one of the new corporate strategic objectives - Appearance Matters. 

 

Members discussed the following points:

 

-       Weed spraying

-       Waste Bins

-       Recycling

-       Street cleansing

 

It was noted that this was a very informative report and the District Council overall provides a good service.
