Appointment of chairman

The committee must appoint a district / parish councillor to chair the meeting.

Minutes:

Councillor Mrs Jenny Hollingsbee was appointed Chairman of the meeting.

Declarations of interest

Members of the Council should declare any interests which fall under the following categories*:

a) discloseable pecuniary interests (DPI)

b) other significant interests (OSI)

c) voluntary announcements of other interests

 

Minutes:

Councillor Mrs Jenny Hollingsbee made a voluntary announcement in that she

owns two properties nearby to Otterpool Park. She remained in the meeting

during discussions.

'A Charter for Otterpool Park'

Mr Chris Lewis, Planning Advisor, to give a presentation. 

Minutes:

Mr Chris Lewis, Planning Advisor, gave a presentation on the Charter for Otterpool Park.  He reminded members that he represented the Local Planning Authority not the promoters and the Charter considers the Council’s corporate aspirations for Otterpool. 

 

The draft Charter draws on the Sustainability Wheel originally included in the Council’s Expression of Interest. The wheel uses a key of three different colours; green (environmental sustainability), purple (social sustainability) and blue (economic sustainability).  Each slide represents a segment of the wheel and corresponds to one of the colours. 

 

As Mr Lewis went through each slide members raised relevant questions which he responded to and members were asked to provide their observations on each page of the document in order that these could be included in a supplementary report to Cabinet on 18th October.   

 

Landscape-led masterplanning

 How can biodiversity be enhanced?  Open space, create habitats, new areas of woodland, water/ponds. 

 

Embracing and enhancing the natural landscape character. 

What is advanced woodland block? Planting prior to planned construction. 

 

Technology in energy generation and conservation.

Members asked whether there would be a local waste centre.  Mr Lewis advised that there are no specific plans for a new municipal waste facility at the present time but this is an issue that will need considering with KCC who are the waste management authority.

 

Prioritise walking, cycling and sustainable transport. 

The Committee expressed concern about car parking provision. Parking standards will be a requirement but the availability and use of public transport will be encouraged in the area.  Underground parking could be an option in some locations. 

 

Members noted the proposed cycle and pedestrian links to open spaces and asked if village greens could be protected. 

 

Promote healthy and sustainable environments. 

Members noted that medical facilities are struggling in Folkestone and on the Marsh.  It was noted that future plans for Otterpool would include a health hub which would look to reach a wider area of the local population outside of Otterpool. 

 

Members were reminded that a £250 million bid via Kent County Council has been made to the Housing Infrastructure Fund (HIF) which could potentially help fund schools and health centres.

 

Air quality was raised as an issue at Otterpool Park, particularly having regard to the close proximity of the proposed lorry area. Mr Lewis advised members that WYG had been employed to assess air quality issues regarding the lorry area and this issue would be assessed in detail as part of the planning process for Otterpool Park.

 

 

 

Providing new homes through a phased approach.

Initial development would be in the area of the station and at a lower density in a village style neighbourhood to the west. There would be a commitment to accessible and adaptable houses to cater for the changing needs of people during their lifetime.

 

Maximising the visibility and enjoyment of local heritage assets.

The potential role of Westenhanger Castle as set out in the draft charter was highlighted.
