From the 6 April 2008, the new National Standard Planning Application Form (1APP) will replace all existing types of planning application forms (except for mineral extraction) within England.  

These new application forms are now available and applicants will be able to submit planning applications on the new 1APP forms as paper forms, or on-line through the Planning Portal.

Until the 6 May 2008, the council will accept applications submitted on either the existing forms or the new ones. From the 6 May 2008, the new forms will be the only legal way of submitting a planning application.  Applications submitted on or after that date will be invalid unless they are on the correct version of the new forms.

What is 1APP?

1APP is being introduced by the Government as part of the move to streamline the planning system.  1APP supersedes all existing planning application forms (with the exception of mineral extraction). Local councils will not be able to amend these standard forms. 

The new forms provide a consistent format and set of questions with the aim of helping to make the process of applying for planning permission more straightforward for applicants.

To ensure that you provide the information necessary for your application to be processed efficiently, different forms are provided for different types of applications, these include:

  • Householder applications
  • Full planning permission
  • Outline planning permission, including approval of reserved matters
  • Listed building consent
  • Conservation area consent
  • Advertisement consent
  • Tree works (including trees protected by a TPO and trees in a conservation area)
  • Certificates of lawfulness for existing and proposed use or development

For the first time, if you need to apply for two consents, for example planning permission and listed building consent, combined forms are available which include the questions for both application types.  If you use one of these combined forms, even though you only have to complete one form, it will be treated as two applications and you will be advised of two application numbers  - one for the planning permission and one for the listed building consent.
