East Kent Sustainable Community Strategy
The East Kent Local Strategic Partnership (EKLSP) covers the geographical area of Canterbury, Dover, Shepway and Thanet. They bring together the public authorities, businesses, voluntary and community sectors across all four districts.

Draft South East Plan
Regional Spatial Strategies set out Government's planning and transport policy for each region for a 15-20 year period. Following the examination in public into the draft Regional Spatial Strategy for the South East the Secretary of State has now published Proposed Changes to draft Regional Spatial Strategy. The documents for consultation and all supporting documents including the Sustainability Appraisal and Habitats Regulation Assessment are available through the consultation portal, please click here to view the portal (this link will take you to an external web site).
The Government have set a deadline of 24th October 2008 for representations to be made.
SHLAA (Strategic Housing Land Availability Assessment)
29 August- 6 October 2008
During 29 August - 6 Ocotber 2008 we consulted upon the draft methodology proposed to carry out Shepway District Council's first SHLAA. The SHLAA is an important part of the evidence base for the Local Development Framework (LDF) and will inform forthcoming Core Strategy proposals for Shepway. The draft methodology was prepared with reference to the SHLAA Protocal for Kent and Medway (2008).
The consultation also included an opportunity to put forward potential housing sites, which was then screened against the finalised methodology. Sites should be for 0.15 hectares (0.4 acres) or more, or hold potential for at least 5 dwellings. We are sorry but we are no longer accepting any site submissions for the SHLAA. It should be noted that having a site including in this study does not determine that it will then feature in the LDF/ Core Strategy or get planning permission, instead it is about identifying a pool of possible sites that may be suitable.

Following further work and LDF progress a draft Consolidated SHLAA Document was made available in March 2010 for public comment.

Affordable Housing SPD (Draft)
The draft Affordable Housing Supplementary Planning Document (SPD) can be viewed by clicking here.
Representations were welcomed for a six week period on the Affordable Housing SPD from the 3 March to 14 April 2008, which has now finished. This SPD has been produced to provide more detailed advice for applicants on planning permission for new housing development. This document expands on Policy HO4 from the Shepway District Local Plan Review (adopted 2006) to clearly set out the expectations of the council on the issues of provision, management and control of affordable housing units.

Consultation on the Core Strategy Issues and Alternative Options took place between 19 January and 29 February and has now closed.

Sustainability Implications
The Core Strategy is central to the Local Development Framework and the starting point for all future local planning policy. It will set out an overall strategy for development in the next decade and beyond and will outline a long-term direction for Shepway. It draws on key plans and aims from a range of other local organisations, and most notably from Sharing in Success: A Community Plan for Shepway' (the local sustainable communities strategy produced by the Shepway Community Partnership in 2007)
This consultation was the first public stage in the preparation of the Core Strategy, and focused on issues and potential options for future planning in Shepway. This stage was not the place to discuss detailed options, but the Council's preferred options will be consulted on in the future.

The Preferred Options full document and Summary are also available to view at all Public Libraries within Shepway, the council One Stop Services at Hythe, Lydd and New Romney, The Hawkinge Partnership Office and The Civic Centre, Folkestone.
Consultation on the Core Strategy Preferred Options took place between 8 June and 24 July 2009 and has now closed.
Sustainability Appraisal- Draft Scoping Report
There is a statutory requirement for local authorities to carry out a Strategic Environmental Assessment (SEA) and Sustainability Appraisal under the Planning and Compulsory Purchase Act (2004). The Government prefers these two processes to be combined into one unified process, hereafter known as SA.
SA is integral to document preparation as a means of assessing their potential social, environmental and economic effects. The Scoping Report is the first stage in the SA process; it provides the framework and evidence base for the subsequent appraisal. Please be advised that the SA (incorporating the SEA) of Shepway District Council Local Development Framework Scoping Report (Draft) consultation closed on 18th January 2007. The Old Gas Works, Folkestone
A draft Supplementary Planning Document (SPD)was approved by Shepway District Council for public consultation.The SPD has been prepared for the site of the former gasworks in Ship Street, Folkestone. The site is allocated for housing in the Shepway District Local Plan Review (adopted 2006).
The SPD provides detailed guidance on the characteristics of the site and how the District Council will expect it to be developed. Once approved the Supplementary Planning Document will form part of the Local Development Framework for Shepway.
The consultation period for this document closed on 19th October 2007.

Securing Sustainable Residential Development
Shepway District Council is proposing additional planning policy guidance to ensure new residential premises in the district are more environmentally friendly. This would work by making performance against the national Code for Sustainable Homes a material (valid) consideration in the determination of planning applications for new residences.
The consultation period for this document closed on 28th September 2007.

This document was approved by the Council's Cabinet on 14 November 2007 and came into force on 7th January 2008.
