What is DHP?Discretionary Housing Payments (DHPs) are extra payments made at the Council's discretion to top up Housing and Council Tax Benefit entitlement. They are paid in addition to what we actually calculate your weekly benefit entitlement to be. Because these payments are to increase benefit over what would normally be allowed under the benefit rules, it is natural that applicants must show that their circumstances are exceptional in order for us to consider awarding them. Examples of what will be considered as exceptional are not defined, but may include specific medical conditions, unusual weekly expenses, etc. How much can I receive by way of DHPs?Each case will be considered on its own merits. However, for housing benefit the amount awarded cannot exceed your total rent less amounts for services such as electricity, water etc. For council tax the amount awarded cannot exceed your council tax liability. How many of these payments can the Benefits Section award each year?We are given a sum of money each year by the government to use for making these extra payments. This means that we have to carefully monitor our existing budget when considering new applications. DHPs are only awarded for short periods. At the end of an award you may reapply although we cannot guarantee further payments. This is because all awards are based on the situation at the time and it may be that circumstances have changed or that our budget is fully allocated for the year. How do I apply for these extra payments?You should contact our Customer Services Team on 01303 853555 to arrange an appointment to come to the Civic Centre and make an application. The Customer Services Officer will advise you of the evidence you will need to bring with you to support your claim. If you are unable to come to the Civic Centre due to mobility problems we can arrange a home visit.
